Em 28 de maio de 1968, Davey Lowell, Presidente da BBN (Rede de Radiodifusão Bíblica), fez uma oferta para comprar uma emissora de rádio em Norfolk, Virginia. Ele declarou na referida carta, "Sentimos a necessidade de uma estação de qualidade, que tenha uma linha cristã e música de qualidade, tanto clássica como cristã. Estamos, portanto, no processo de encontrar uma estação desse tipo, que esteja disponível."
